Basketball Rules, 1933 RULE I SEC. 2. The Playing Court shall be marked by well defined lines, which shall be not less than 2 inches in width and Which shall be at every point at least 3 feet from any obstruction. The lines on the long sides of the court shall be termed the Side Lines, those on the short sides, the End Lines. Wherever possible, the margin out of bounds should be 10 feet. (See diagram on opposite page) SEC. 3. The Center Circle shall have a radius of 2 feet and it shall be marked in the center of the court. A diameter parallel to the end lines shall be drawn in this circle. The line shall be 2 inches wide. A second circle concentric with the center circle shall be drawn with radius of 6 feet and marked with a line 2 inches wide. The radius shall be measured to the outer edge of the line used marking it. (See diagram on opposite page.) SEC. 4. The court shall be divided into two parts- by extending the diameter of the center circle in both directions until it intersects the side lines. The line described in this section shall be termed the Division Line. SEC. 5. The Free Throw Lanes shall be areas laid out at each end of the court. Each lane shall be bounded by two lines 6 feet apart, equidistant from the side lines and parallel thereto. These parallel lines shall be terminated and the lane further bounded by the major arc of a circle having a 6-foot radius with its center equidistant from the side lines and 17 feet from the inner edge of the end line. The minor arc of this circle (the part lying between the parallel lines) shall be a broken line. Spaces shall be provided on the free throw lanes to aid in placing players during free throws. These spaces shall be lettered "H" for the home team and "V" for visiting team. SEC. 6. A Free Throw Line shall be drawn across each of the circles described in Section 5. It shall be 1 inch in width, and extend parallel to and at a distance of 17 feet from, the inner edge of the end line. RULE II SEC. 1. Backboards must be provided, the dimensions of which shall be 6 feet horizontally and 4 feet vertically. These backboards shall be made of plate glass or wood, or of any other material that is flat and rigid. The faces of the backboards shall be painted white. SEC. 2. The backboards shall be located in a position at each end at right angles to the floor, parallel to the end lines, and -with their lower edges 9 feet above the floor. Their centers shall lie in the perpendiculars erected at the points in the court 2 feet from the midpoints of the end lines. The faces of the backboards shall be 15 feet from the far edges of the free throw lines. SEC. 3. The backboards shall be protected from spectators to a distance of at least 3 feet behind and at each end. RULE III SEC. 1. The Baskets shall consist of black rings 18 inches in inside diameter with nets of white cord suspended from the tinder edges of the rims. The rims shall be made of metal not more than five-eighths of an inch in diameter; the cord shall be not less than 30-thread nor more than 60 thread seine twine, and shall be so constructed as to check the ball momentarily as it passes through the basket. SEC. 2. The ring shall be rigidly attached to the backboard; it shall lie in a horizontal plane 10 feet above the floor and shall be equidistant from the two vertical edges of the backboard. The nearest point of the inside edge of the ring shall be 6 inches from the face of the backboard. RULE IV SEC. 1. The Ball shall be round; it shall be made of a rubber bladder covered with a leather case; it shall be not less than 291/2 nor more than 301/4 inches in circumference; it shall weigh not less than 20 nor more than 22 ounces; and it shall be tightly inflated. The ball must conform to the foregoing specifications when inflated to an air pressure of thirteen pounds, which is considered the ideal pressure for playing,,. The home team shall provide a new ball or two good used balls satisfactory to the Referee. If used balls are provided, the visiting team shall choose the one with which the game shall be played, and they shall have it as their practice ball. If a new ball is provided, neither team shall use it hi practice. If the ball provided by the home team is unsatisfactory to the Referee he is hereby given authority to order the game played with the visiting team's ball if the latter is in better condition. RULE V SEC. 1. Each team shall consist of six players, one of whom shall be captain. SEC. 2. The captain shall be the representative of her team and shall direct and control its play. At least two minutes before the game is scheduled to begin, the Scorers shall be supplied with names, numbers and positions of players who are to start the game. Failure to comply with this provision is a technical foul, unless the Referee considers the failure unavoidable. If a player changes her number during, the game she shall report the change to the Scorers and Referee. The captain may address an Official on matters of interpretation or to obtain essential information when necessary, if it is done in a courteous manner. No other player may address an Official except as provided in Sections 3 and 5 of this Rule. SEC. 3. A substitute before going upon the court shall report to the Scorers, giving her name, number and position. The Scorers shall sound a horn as soon as the ball is dead. The substitute shall then report to an Official and shall not be withdrawn until after play has been resumed. A player' who has been taken out of the game shall not return until after play has been resumed. Substitutes who enter the game' at the beginning of the second half are not required to report to an Official but must report to the Scorers. A player changing her position on the court from that designated in the score book must report that change to the Official. SEC. 4. A player who has left the game, except for disqualification for four personal fouls, or for five technical fouls, or for a sum total of five fouls, personal and technical, or for other disqualification, may re-enter the game twice. SEC. 5. A player may not leave the playing court without permission of the Officials until time is called at the end of the half at the end of the half. SEC. 6. Each player shall be numbered on the front and back of her shirt with. plain numbers made of inch wide material and contrasting with the color of her shirt. The number on the back shall be at least 6 inches high and that on the front at least 4 inches high. Teams shall not use numbers one (1) and two (2) in numbering their players. RULE VI SEC. 1. The Officials shall be a Referee and an Umpire, who shall be assisted by two Timekeepers and by two Scorers. SEC. 2. The Referee shall inspect and approve all equipment, including court, baskets, ball, backboards, Timekeepers' and Scorers' signals, etc. lie shall not permit any player to wear braces, etc., which in his judgment are dangerous to other players. SEC. 3. The Referee shall check with the Scorers and then announce the score at the end of each half. The announcement at the end of the second half terminates the connection of the Officials with the game. SEC. 4. The Referee shall have power to make decisions on any points not specifically covered in the rules. SEC. 5. The Officials shall put the ball in play; shall decide when the ball is in play, when it is dead, to whom it belongs and when a goal has been made. They shall call violations and fouls, shall administer all penalties, shall recognize substitutes, and shall order time-out. They shall announce each goal as made, indicating with their fingers the point value of the goal. SEC. 6. The Officials shall require to leave the game a player who has made four personal fouls, or five technical fouls, or a sum total of five fouls, personal and technical, or a player who has committed a disqualifying foul. SEC. 7. The Officials may order time-out in case of injury to players. SEC. 8. The Officials shall have power to call fouls for unsportsmanlike conduct on the part of players, coaches or spectators. They may disqualify players for flagrant unsportsmanlike conduct. SEC. 9. Neither Official shall have authority to set aside or question decisions made by the other within the limits of his respective duties as outlined in these rules. SEC. 10. The Officials shall have power to make decisions for infractions of rules committed either within or outside the boundary lines; also at any moment from the beginning of play to the call of time at the end of the game. This includes the periods when the game may be momentarily stopped for any reason. Fouls may be called on any number of players at the same time. SEC. 11. When an Official calls a foul he shall designate the offender. If it is a personal foul the Official shall signal with his fingers the number of free throws; he shall also designate the player who is to attempt the free throw or throws. SEC. 12. The Scorers shall record the goals made and the fouls committed; shall distinguish in their records between personal and technical fouls; and shall notify the Referee immediately when the fourth personal foul, or five technical fouls, or a sum total of five fouls, personal and technical, has been called on an), player. The score book of the home team shall be the official book unless the Referee rules otherwise. The Scorers shall compare their records after each goal and after each foul, notifying the Referee at once of any discrepancy. If they fail to notify the Referee at once, he shall decide in favor of the record in the official book, unless he has knowledge that permits him to decide otherwise. The Scorers shall be provided with a horn with which to signal the Officials when a substitution is to be made. SEC. 13. The Timekeepers shall note when the game starts; shall deduct time consumed by stoppages during the game as authorized by the Rules; and shall indicate with a gong, pistol, or whistle the expiration of the actual playing time in each half or quarter. At the beginning of a half or quarter, or when play is resumed with a jump ball after timeout, the Timekeepers shall start the watch at the instant the Official blows his whistle, when the ball leaves his hands for the toss. The Timekeepers' signal terminates actual playing time in each half or quarter. If the Timekeepers' signal fails to sound, or is not heard, the Timekeepers shall go on the court immediately to notify the Referee. If a goal has been made in the meantime, the Referee shall consult the Timekeepers. If the Timekeepers agree that time was up before the ball was in the air, the Referee shall rule that the goal does not count; but if they disagree, the goal shall count unless the Referee has knowledge which would alter this ruling. SEC. 14. The Official shall blow a whistle whenever he declares the ball dead, except when a goal is made.
RULE VII SEC. 1. A Goal is made when the ball enters the basket from above and remains in or passes through. SEC. 2. Out of Bounds-A
player is out of bounds when she has touched the line with any part of her
person or the ball while it is in her possession. (See diagram on page 2.)
SEC. 3. Held Ball is
declared when two players of opposing teams have one or both hands firmly on the
ball. SEC. 4. A Jump Ball takes place when the Official tosses the ball up between two opposing players. SEC. 5. Time-out is declared whenever the game is legally stopped without the loss of playing time. SEC. 6. Own Goal is the basket for which a team is throwing. SEC. 7. The Ball is Dead and play shall (ease until the ball is Put ill play again in a manner indicated by one of the Officials: a. When
the whistle of an Official sounds (except as provided in Note following, Rule
15, Section 14) If on a try for goal from the field the ball is -in the air when the signal is sounded to indicate "dead ball," the goal counts if made, except as follows: If before the ball is in the air foul or violation is made by a player of the team throwing for goal, the goal does not count. Of course, if an Official declares "held ball," the goal does not count even if the ball is in the air when the whistle sounds. SEC. 8. A Pivot takes place when a player who is holding the ball steps once or more than once in any direction with the same foot the other foot, called the pivot foot, being kept at its point of contact with the floor. SEC. 9. Running with the Ball (traveling) progressing in any direction in excess of prescribed limits while holding the ball. The limits follow: Item 1. Traveling with the Ball is progressing in any direction two steps or more while retaining possession of the ball. Item 2. A player who receives the ball while standing still may pivot, using either foot as the pivot foot. Item 3. A player who receives the ball while she is progressing or upon completion of a bounce may use a two-count rhythm in coming to a stop or in getting rid of the ball. The first count occurs: (a) As either foot touches the floor after she receives it; (b) As the foot touches the floor or as both feet touch the floor simultaneously after she receives the ball if both feet are off the floor when she receives it. The second count occurs when, after the count of one, either foot touches the floor or both feet touch the floor simultaneously. When a player comes to a stop on the count of one she may pivot and may use either foot as the pivot foot. When a player comes to a stop on the count of two, if one foot is in advance of the other she may pivot but the rear foot only may be used as the pivot foot; however, if neither foot is in advance of the other she may not pivot but may lift either foot provided she gets rid of the ball before that foot again touches the floor. Item 4. A player who receives the ball while standing still, or who comes to a legal stop while holding the ball, may lift the pivot foot or jump when she throws for goal or passes, but the ball must leave her hands before one or both feet again touch the floor. SEC. 10. A Bounce is a play in which a player causes the ball to bound once on the floor and regains possession of the ball. This includes the player giving impetus to the ball by throwing or batting and touching it again before another player as touched it. Item 1. A Bounce Pass is a play in which the ball is passed to another by bouncing. Item 2. A Legal Juggle is advancing, the ball by throwing or tapping the ball in the air once and regaining control of the ball either before or after it touches the floor. SEC. 11. Holding is personal contact with an opponent that interferes 'with the Opponent's freedom Of movement. NOTE-"Guarding from
the rear" which results in personal contact Is a personal foul. Officials
are requested to Pay special attention to this style of play. The mere fact that
the defensive player is attempting to Play the ball does not Justify her in
Placing one or both arms over her opponent's shoulder, if by so doing she causes
personal contact. SEC. 12. Blocking is personal contact which impedes the progress of an opponent who has the ball. SEC. 13 Face-guarding takes place when a player disregards the ball and faces an opponent, thereafter shifting her Position as the opponent shifts, thus obviously interfering with the latter's progress. SEC. 14. A Foul is an infraction Of the rules the penalty for which is one or more free throws. Technical Fouls are those listed in Rule 15, A and B; Personal Fouls are those listed in Rule 15, C. SEC. 15. Disqualifying Foul is an infraction of the rules for which a player is removed from the game. SEC. 16. A Double Foul takes place when fouls are called simultaneously upon both teams. SEC. 17. A Multiple Throw takes place when two or more free throws are awarded the same team. SEC. 18. A Violation is an infraction of the rules not involving a foul. SEC. 19. A Free Throw for goal is the privilege given a team to throw for goal from a position directly behind the free throw line. SEC. 20. Delaying the Game is unnecessarily interfering, with the progress of the game by a player. SEC. 21. Extra Period is the extension of playing time necessary to break a tie score. SEC. 22. A team's Front Court is the half of the court which contains the basket for which this team is throwing. The other half of the court is this team's Back Court.
RULE VIII SEC. 1. The game shall be started by an Official, who shall toss the ball up between two opponents, as provided in Sections 5 and 6 of this Rule. The game shall consist of four quarters of 8 minutes each. With 2-minute intermissions between the first and second quarters and between the third and fourth quarters, and a 10-minute intermission between the second and third quarters. This is the time of actual play. These times may be changed by mutual agreement of the captains and Referee. During the 2-minute intermissions, the players shall not leave the floor except with the permission of the Referee, receive coaching, or exchange goals. At the beginning of each quarter the ball shall be put in play at the center unless a foul is made during time-out between quarters, and then play shall be resumed with a free throw for goal. If the basket is missed the ball shall continue in play, but if legally made, it shall be put in play in be put in play in the free throw circle. SEC. 2. Captains shall be notified three minutes before the termination of the intermission between the halves. If a team is not ready within one minute after play is called by the Referee at the beginning of either half, a technical foul shall be called for each minute of delay. In case of unavoidable delay the Referee shall make proper allowance. SEC. 3. Tile visiting team shall have choice of baskets in the first half. For the second half the teams shall change baskets. SEC. 4. The ball may be passed, thrown, batted or bounced in any direction. SEC. 5. The ball shall be put in play between two forwards in the center circle only at the beginning of each period and following the last free throw after a double foul. Otherwise the team which has been scored upon will take the ball in the free throw circle at its opponents' goal and will put the ball in play at that point. All other players must stay out of the free throw circle until the ball has been passed. The Official must handle the ball to start the play. The ball shall be put in play in the center circle in the following manner: each center player shall stand with both feet on or inside her half of the center circle. An Official shall then toss the ball upward in a plane at right angles to the side lines between the center players, to a height greater than either of them can jump and so that it will drop between them. The ball must be tapped by one or both of the center players after it reaches its highest point. If it touches the floor without being tapped by at least one of the jumpers the Official shall put it in play again in the same place. SEC. 6. The center players must not tap the ball before it reaches its highest point, and must not leave the circle until the ball has been tapped. Neither center may tap the ball more than twice, after which neither may touch the ball again until it has touched one of the other ten players, the floor, the basket, or the backboard. Under this provision four taps are possible, two by each center. The other players shall remain outside the restraining circle at center until the ball is tapped. When a jump ball takes place at the free throw lane, all players except the jumpers must remain outside the free throw circle until the ball is tapped. SEC. 7. When the ball is tossed up between two players elsewhere than in the center, the players shall assume the same position in relation to each other as when jumping in the center. SEC. 8. Any guard is allowed to enter the forward court immediately after she has passed the ball into it and act as a forward. To become eligible to enter the forward court, a guard must gain possession of the ball and must pass it into. that -area. Deflection of the ball from the person of a guard, accidentally or otherwise, does not permit the guard to enter the toward court. A guard taking the ball out of bounds may pass the ball into the forward court and then be eligible to cross tile center line to act as a roving guard. In case tile ball goes back into the back court without having been in possession of tile opponents, the ball may be passed into the forward court, but the guard passing, the ball across shall not enter the forward court as a roving (guard has already established her position in the forward court). To offset the running guard, a defending forward (any forward) is also eligible to cross the center line. Whenever the ball is intercepted or secured by her opponents, the defending forward may enter the opponents' forward court as a defensive player, but shall not participate in the play until the ball has been received by an eligible player in the forward court. SEC. 9. The court must be balanced (six players in each court in their original positions) a. At
the beginning of each period; SEC. 10. The game shall terminate by the sounding, of the Timekeepers' signal indicating the end of the game" (See Rule 7, Section 7.) When a foul is committed simultaneously with or just previous to the sounding of the Timekeepers' signal, time shall be allowed for the free throw. RULE IX SEC. 1. A goal made from the field shall count 2 points; a goal from a free throw shall count 1 point. A goal from the field shall count for the team into whose basket the ball is thrown. SEC. 2. A game shall be decided by the scoring of the greater number of points in the playing time. SEC. 3. If the score is a tie at the expiration of the second half, play shall be continued without change of baskets for an extra period of three minutes, or as many such periods of three minutes as may be necessary to break the tie. Two minutes intermission shall be allowed before each extra period. Each extra period shall be considered a continuation of the second half, but at the beginning of each extra period the ball shall be put in play at the center. In games in which the players are of high school age or younger, no more than three overtime periods shall be played, except as provided later in this section. In such games a five-minute intermission shall be allowed between the first and second overtime periods, if. a second overtime period, is required. During this intermission the players may leave the court. Between the second and third overtime periods a two minute intermission shall be allowed. If the score is tied at the end of the second overtime period, the team which first scores two points in the third overtime period shall be the winner. If neither team scores two points in the third overtime period an exception may be made, by mutual agreement. to the first sentence of this paragraph. It is recommended that' in tournaments the first team to score two points in the overtime period or periods be declared the winner. This recommendation may be adopted in other games by mutual agreement. SEC. 4. Any team refusing to play after receiving instructions to do so from the Referee shall forfeit the game. SEC. 5. The score of a forfeited game shall be 2--0.
RULE X SEC. 1. If at any time during the game the ball goes out of bounds, it shall be so declared by one of the Officials. He shall designate a nearby opponent of the player last touched by the ball before it went out of bounds to put it into play. This opponent shall stand out of bounds near the point where the ball left the court, and then shall throw or bounce the ball to another player within the court. SEC. 2. If an Official is
unable to determine which player touched the ball last before it went out of
bounds, lie shall put the ball in play at a spot about three feet within the
court, at right angles to the point where the ball crossed the boundary line, by
selecting two opponents and tossing the ball up between them as for Held Ball.
If, however, on a jump ball at center, or elsewhere, the ball is tapped out of
bounds by both players simultaneously, it shall be put in play again at the same
point. RULE XI SEC. 1. Time shall be taken out only when ordered by an Official. Time-out may be granted for a substitution whenever the ball is dead. This time-out is not charged unless the time consumed in making the Substitution exceeds thirty seconds. Time-out may be granted at the request of a captain whenever the ball is dead, or when the ball is in play and in the possession of the team requesting time-out. In this case a time-out shall be charged for each one minute or fraction thereof consumed. Time-out shall be ordered for not more than one minute at the request of a captain, except in case of injuries to players, when five minutes may be allowed, to be charged to them or Officials, at the discretion of the Referee. A team is allowed four time-outs during a game. If an Official orders a time-out at the request of a captain more than four times during a game for one team, that team shall be penalized for delaying the game and a technical team foul shall be charged against the captain. Time shall be taken out whenever a foul is called. (a) In case of a double foul, time shall be resumed when the Official tosses the ball up at center; in case of other fouls, time shall be restarted when the ball leaves the hands of the player attempting the free throw. SEC. 2. If one minute or less is left to play when time-out is called in the first, second or third quarter, the remaining time shall be added to the next quarter. Time-out shall not be charged to either team in this case. SEC. 3. Whenever play is suspended (unless otherwise provided in the rules), play shall be resumed by tossing the ball up between the two players of opposing teams nearest to it, at that spot where it was when play ceased; except that if a violation or a foul has taken place, play shall be resumed with the administering of the penalty; or except that if the ball was in play and in the possession of a player when play ceased, that player shall be permitted to put the ball in play from out of bounds at the point nearest the spot where play ceased. During a time-out period, and between the first two and last two quarters of a game played in quarters, the Officials shall not permit practice shooting. RULE XII SEC. 1. When Held Ball is called, the Official shall put the ball in play as at center. The two players who were in contact with the ball shall assume positions similar to the centers at the start of the game, but in an imaginary circle at the spot where the ball was held, except as provided in Section 2. SEC. 2. When Held Ball is called in the free throw lane, the ball shall be put in play at the free throw line in the same manner as at center. See Rule 8, Section 6. RULE XIII SEC. 1. When a foul has been called an Official shall immediately secure possession of the ball and without delay I place it upon the free throw line or in the hands of the player entitled to throw. SEC. 2. When a personal or technical foul has been called, the player upon whom the foul was committed shall be designated by the Official to attempt the free throw or throws; if any other player attempts the throw, it shall not count if* made, and whether made or missed the ball shall be put play in the free throw circle of the offended team. If the player designated is so injured that she must leave the game, her substitute must attempt the free throw or throws. If the player who has been fouled is to leave the game by reason of disqualification or for any other cause except injury, she shall attempt the free throw or throws before leaving. After attempt for free throw by a disqualified player the ball is dead and play shall be resumed by jump ball at center. SEC. 3. Free throws for goal after technical team foul called on a captain may be made by an), player of the offended team. SEC. 4. The throw for goal shall be made within ten seconds after the ball has been placed either on the free throw line or in the hands of the player on the free throw line who is to attempt the free throw. This shall apply to each free throw. SEC. 5. For any violation at the free throw line or lanes by a member of the offensive team, the basket, if made, shall not count, and whether made or missed, the ball shall be awarded to a defensive player out of bounds at the end line. For violation by a member of the defensive team, the basket, if made, shall count, and whether made or missed, the ball shall be awarded to an offensive player out of bounds at the end line. SEC. 6. No player may enter the free throw lane or touch the free throw line until the ball has touched basket or backboard. If the ball misses the basket or backboard entirely it shall go to the offended team out of bounds at the end line. If successive free throws are awarded to one team and none to the other team, the ball shall be in play if the last free throw is missed. RULE XIV SEC. 1. Throw for goal when the ball is dead. Goal if made does not count. SEC. 2. While making a free throw for goal, touch or crossed the free throw line until the ball has touched the basket or backboard, or consume more than ten seconds in making the free throw. Goal if made does not
count, and if made or missed the ball shall be awarded to the opponents out of
bounds on the end. If a multiple throw is awarded, this out-of-bounds provision
applies to the last free throw only. SEC. 3. Cause the ball to go out of bounds. SEC. 4. Carry the
ball into the court from out of bounds. SEC. 5. Touch the ball
after putting it in play from out of bounds until it has touched another player. SEC. 6. Consume more than
five seconds in putting the ball in play from out of bounds. SEC. 7. Leave court
without ball, returning in a more advantageous position. SEC. 8. a. Ball goes to an
opponent out-of-bounds, at the sideline nearest the spot where the ball was at
the time the whistle was blown for the violation. b. In case of a double
violation by members of opposing teams, there shall be a toss-up between two
opponents selected by an Official (the two nearest the ball at the time the
violation AN-as called). SEC. 9. Enter the
free throw lane, or touch the free throw lines, or touch the ball while a free
throw for goal is being made, until the ball has touched the basket or
backboard, or attempt in any way to disconcert the player who has the free
throw. If players contend for positions along the free throw lanes, the
Officials shall arrange the players so that the desirable positions are evenly
divided. PENALTY- For any violation at the
free throw line or lanes by a member of the offensive team, the basket, if made,
shall not count, and whether made or missed. the ball shall be awarded to it
defensive player out of bounds at the end line. For violation by a member
of the defensive team, the basket, if made, shall count, ant] whether made or
missed, the ball shall be awarded to an offensive' player out of bounds at the
end line. SEC. 10. Run with the ball, kick it, or strike it with the fists. SEC. 11. Pass the ball to another player while making, a free trial for a goal, but must make an honest attempt to throw it into the basket. On a free throw following which the ball would ordinarily be in play, if the hall does riot enter the basket, or touch the rim, or backboard, it shall be awarded to an opponent of the free thrower out of bounds on the end near the basket for which she was throwing. SEC. 12. Make a second bounce after having completed a bounce, unless the ball when it was out of her possession has touched another player, or her own basket or backboard, or has been batted out of her control by an opponent. SEC. 13. When the ball is tossed up between two players at center or elsewhere, tap the ball before it reaches its highest point, catch the ball, or after tapping it a second time touch it again until it has touched a second time touch it again until it has touched the floor, one of the other ten players, the basket, or the backboard. SEC. 14. Remain in her free throw area between the free throw line and the end line, with or without the ball, for more than three seconds while the ball is in play and in possession or control of her team.. SEC. 15. Enter the
free throw or center circle on a jump ball (Rule 8, Section 6).
The ball shall go to an
opponent out of bounds at the point nearest the spot here the violation was
